L67 boost bypass question

When I did my swap I ommited the bypass, and just sealed the flapper valve shut by using a bolt to hold it down. The car runs fine, and has been for sveral months. I wanted to put the BBV back on to get slightly better gas milage, and possibly remidy some part throttle KR. I install it back on, and all I see is a max psi of 5-6, when I usually have around 12 or so. So i guess the BBV isn't closing fully. The first thing I check is if the internals of the BBV are ok, and they are, they hold vacuum, and pressure.
The thing I didn't use was the BBV solenoid that is attached to the side of it, I just bypassed it alltogeter. Do I need the solenoid for it to function corectly? I didn't wire in the BBV Solenoid in my ECM because I wasn't going to use it.
What do you thing the problem is?
